What should happen?

A young woman has a baby.  She has decided she can not give her child a good home.  It would be best to give her baby away.  Walking to the nearest fire station, she wanted to just leave the baby in front without being noticed. Instead, she came face to face with one of the firemen.  The young mother explained her situation.  He took the bundle from her arms and assured her the child would go to a good home.  She left without being asked her name or any other personal information.  Did they break any laws?  If so, should they be punished?
